Preheat oven to 350°F (175°C) and butter a 9x13 inch baking dish
In a saucepan, heat milk over medium heat until steaming, then whisk in cornstarch mixture and cook for 3-4 minutes until thickened, stirring constantly
Remove from heat and stir in butter, vanilla extract, and cinnamon, then let custard cool for 5 minutes
Lay phyllo sheets in prepared dish, brushing each layer generously with melted butter
Pour custard filling over phyllo base and smooth evenly
Top with remaining phyllo sheets, brushing each with butter and tucking edges into the pan
Cut into diamond or square portions with a sharp knife, drizzle remaining butter over top, and bake for 35-40 minutes until golden brown
While baking, prepare syrup by heating honey with water and cinnamon stick, then pour hot syrup over hot pastry immediately after removing from oven and sprinkle with chopped pistachios
