Mix all-purpose flour with salt in a bowl and make a well in the center
Add water gradually and knead into a soft, smooth dough, then let it rest for 30 minutes covered
Boil potatoes until tender, peel and cube them into small pieces
Heat oil in a pan, add mustard seeds and cumin seeds, let them crackle and pop
Add diced onions and green chilies, sauté until onions turn golden brown
Add turmeric powder, red chili powder, and the boiled potato cubes, stir well and cook for 5 minutes
Season with salt and add fresh cilantro, then remove from heat
Divide dough into small balls, flatten slightly, and deep fry in hot oil until puffed and golden brown on both sides
Serve hot puris immediately with the spiced potato curry on the side
