Preheat oven to 375°F (190°C)
Cut the tops off bell peppers and remove seeds and membranes, then lightly brush with olive oil
Brown the ground beef in a large skillet over medium-high heat, breaking it into small pieces, then drain excess fat
Add diced onions and minced garlic to the beef and cook until softened, about 3 minutes
Stir in cooked rice, diced tomatoes, tomato sauce, and seasonings, simmer for 5 minutes
Spoon the beef mixture into each pepper cavity and top with shredded cheese
Place stuffed peppers in a baking dish with a little water at the bottom and bake for 30-35 minutes until peppers are tender
Garnish with fresh parsley and serve hot
