Combine soy sauce, mirin, sake, and brown sugar in a small saucepan over medium heat, stirring until sugar dissolves
Add minced garlic and ginger to the sauce and simmer for 2 minutes until fragrant
Mix cornstarch with 2 tablespoons of water to create a slurry and stir into the sauce to thicken, cooking for 1 minute
Pat salmon fillets dry with paper towels and season both sides with salt and white pepper
Heat sesame oil in a large skillet over medium-high heat and place salmon skin-side up
Cook salmon for 4-5 minutes until skin is crispy, then flip and cook for another 3-4 minutes
Pour teriyaki sauce over salmon and cook for 2 minutes, basting continuously until salmon is glazed and cooked through
Garnish with sesame seeds and sliced green onions, then serve immediately with steamed rice and vegetables
