In a large mixing bowl, combine flour, salt, and baking powder, then create a well in the center
Pour warm water and vegetable oil into the well, mixing gradually to form a soft, slightly sticky dough
Knead the dough for 8-10 minutes until smooth and elastic, then cover with a damp cloth and let rest for 30 minutes
Divide dough into two equal portions and roll each into a thin rectangle approximately 20x10 centimeters
Cut each rectangle into 1-centimeter-wide strips, then press a chopstick lengthwise through the center of each strip
Heat vegetable oil to 180°C in a deep pan or wok, then carefully slide dough strips into the hot oil one at a time
Fry for 1-2 minutes until golden brown and puffed, turning once halfway through cooking, then drain on paper towels
Warm the soy milk in a saucepan until steaming, pour into serving bowls, and serve immediately with the hot youtiao for dipping
